| This proposal seeks endorsement by the combined governance assemblies of MxCC in support of a petition circulating around the CSCU system institutions opposing the consolidation of our colleges. The proposal includes a separate resolution statement summarizing reasons for the action at this time. At this time (April 1, 2019), the governance bodies of nine of the other community colleges have voted to endorse this petition. This initiative is partially designed to support SB 749 currently being considered in the state legislature designed to require approval from the state legislature in order to consolidate the colleges. Approval of this bill would effectively halt the current consolidation process. |

| This proposal serves as a response to “Students First” a major system-wide initiative that would radically change everything about the college, including its very identity and its fundamental mode of operating. So, yes, it has campus-wide implications. |

| This proposal is specifically concerned with the ability of our college/campus to meet the following strategic priorities if the consolidation plan is fully implemented: PROMOTE ECONOMIC AND WORKFORCE VITALITY INCREASE VISIBILITY IN OUR SERVICE REGION INCREASE COMMUNITY PARTNERSHIPS OPTIMIZE CURRICULUM |

| Since this issue involves funding and restructuring of the entire community college system it definitely has budgetary implications but these go beyond the scope of our college. |

| It is felt that there is currently a small window of opportunity to stop the consolidation process because of negative reactions from the NECHE, changes in the political make up of Connecticut’s legislature and governor’s office, the increased criticism of the consolidation in the media and by prominent individuals, and the specific advancement of SB 749 in the state legislature, which was recently passed by the Higher Education Committee. But this window of opportunity may close soon because of advances in the consolidation process such as the hiring of regional presidents. |
